• Every active owner, admin, editor, and viewer consumes one user seat.
• A pending invitation reserves a user seat until it is accepted, revoked, or expires.
• At a limit, existing authorized data remains readable; creating or restoring that resource is blocked until capacity is released or the plan changes.
• Archiving a customer or product, deactivating a user, or revoking an invitation releases capacity when the application confirms the change.
• A downgrade never automatically deletes data. An over-limit workspace stays readable while an owner or admin archives resources, deactivates access, or discusses an upgrade.
